1. GENERAL PROVISIONS

1. The Rules and Regulations (hereinafter — Rules) of the National Library of Latvia (hereinafter — NLL) establish the procedures according to which the NLL as a public universal scientific library ensures provision of services, use of information resources, databases and systems, registration procedure, as well as establish the rights and obligations of the NLL readers, visitors and tourists.

2. A reader of the NLL may be any natural or legal person who wishes to use the information resources at the disposal of the NLL — printed materials and other documents (audiovisual materials, manuscripts, etc.) or electronic editions, databases and systems, as well as to receive for reading printed materials and other documents or electronic editions or copies thereof from collections of other Latvian and foreign libraries and document centres.

3. Registration of a reader of the NLL:

3.1. an NLL reader is a person who has received NLL Reader's Card or NLL Reader's Card for Children;

3.2. only registered readers of the NLL have the right to use all the services provided by the NLL;

3.3. the Reader's Card is issued by the NLL registration desk at 3 Mūkusalas Street, Riga;

3.4. the NLL Reader's Card can be obtained from the age of 16;

3.5. the NLL Reader's Card for Children can be obtained from the age of 5 up to the age of 15;

3.6. there is no registration fee at the NLL;

3.7. the NLL Reader's Card and the NLL Reader's Card for Children is valid for a period of five years; and

3.8. readers are registered by the responsible staff of the NLL, filling in the NLL Reader Registration Form (see Annex No. 1 "NLL Reader Registration Form").

4. In order to register you will need the following:

4.1. to provide a valid ID document with personal identification number;

4.2. to sign on the NLL Reader's Card/NLL Reader's Card for Children as proof that one has read and understood the Rules; and

4.3. in order to register children or minors between the age of 5 and 18, their parent or legal guardian must be present or their written permission to perform the registration must be presented. (See Annex No. 2 "Application Form for Registering Children or Minors as NLL Readers")

5. The NLL visitors and tourists are not obliged to register as NLL readers as described in Paragraph 3 and Paragraph 4 of these Rules. All NLL visitors and tourists have the same obligations and responsibilities as registered NLL readers.

6. NLL visitors and tourists receive the NLL Visitor's Card or the NLL Tourist's Card. With the NLL Visitor's Card or NLL Tourist's Card the person is allowed to stay in the NLL building and take part in various activities (lectures, exhibitions, training, concerts, etc.) in the Mezzanine level, levels 2-8, and levels 11-12. If an NLL visitor or tourist wishes to use the NLL collection and electronic information resources, he/she must register as an NLL reader, according to the procedure set in Paragraph 3 and Paragraph 4 of these Rules.

7. It is possible to use the NLL services with the Unified Reader's Card (hereinafter — URC) [1], as well as its equivalent — university student's ID card [2], if it contains a personal identification number in a readable barcode format.

8. NLL readers, who visit the NLL by using the URC or its equivalent, must fill in the Reader Registration Form, signing that they have read the Rules (see Annex No. 1 "NLL Reader Registration Form"). NLL readers, who visit the NLL with the URC or its equivalent, have the same rights, obligations and responsibilities as NLL registered readers.

9. The NLL Reader's Card can be used to pay for the following NLL services: copying, printing of information, scanning, the fees for which are set in Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia". The procedure of settling payments by using the NLL Reader's Card is governed by the internal rules of the NLL — NLL Regulations on Making Payments with the NLL Reader's Card.

10. By using the NLL Reader's Card for Children it is possible to access the NLL Centre of Children's Literature, other NLL reading rooms and to use information resources of the NLL collection.

11. Children under the age of 7 must be accompanied by their parents or legal guardians when visiting the NLL.

12. Children under the age of 15 are allowed to use printed materials and other documents (audiovisual materials, manuscripts, etc.) or electronic editions from the NLL Special Collection[1] Reading Rooms [3] only if they present a written application filled in by their educational institution, which states the aim for using the materials (see Annex No. 3 "Application for the Use of the NLL Special Collections for Learning Purposes by Children Under the Age of 15")

13. It is strictly forbidden to give your NLL Reader's Card, NLL Reader's Card for Children, as well as NLL Visitor's Card or NLL Tourist's Card for use to any other person besides yourself.

14. The NLL staff is to be notified in case of lost or found NLL Reader's Card or NLL Reader's Card for Children, as well as NLL Visitor's Card or NLL Tourist's Card.

15. According to the internal rules of the NLL, a fee must be paid for the renewal of a lost NLL Reader's Card or NLL Reader's Card for Children.

16. The NLL Free Access Collection [4] can be used by any NLL reader.

 

2. RIGHTS, OBLIGATIONS AND RESPONSIBILITIES OF A LIBRARY READER

17. NLL readers have the following rights:

17.1. to use the information resources available at the NLL — printed materials and other documents (audiovisual materials, manuscripts, etc.) or electronic editions, NLL information systems, databases, as well as its inventory and technical equipment;

17.2. to receive for reading on the spot printed materials and other documents or electronic materials from collections of other Latvian and foreign libraries and document centres according to the procedures prescribed by the NLL.

17.3. to obtain information about the NLL collections, reading rooms, databases and information on printed materials and other documents or electronic editions, and the procedure for the issue thereof;

17.4. to receive consultations and training for the search of information described in Sub-paragraph 17.3 of these Rules;

17.5. to receive services for which there is a fee set in Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia";

17.6. to access the Internet following the procedures described in Chapter 6 of these Rules — "Other Rules Governing the Use of the NLL Services";

17.7. to use one's books and other printed materials, documents or electronic editions, as well as portable computers and other electronic devices if presenting them to the NLL registration desk staff beforehand;

17.8. to photograph the materials of the NLL collection without flashlight by coordinating such action with the staff of the reading room and observing provisions of the Copyright Law (it is allowed to take a single photograph of copyrighted material without the author's consent for personal non-commercial use only);

17.9. to make suggestions and remarks about the NLL and the work of its staff; and

17.10. to use the NLL self-service document reproduction equipment or to order copies, prints (from a PC) and digitalisation for a fee set in Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia".

18. NLL reader has the following obligations and responsibilities:

18.1. to handle the received printed materials and other documents (audiovisual materials, manuscripts, etc.) or electronic editions and the NLL inventory and technical equipment with care;

18.2. NLL reader is responsible for all received printed materials and other documents (audiovisual materials, manuscripts, etc.) or electronic editions and the NLL inventory and technical equipment he/she uses. If an item has been lost or damaged, it has to be replaced according to the internal rules of the NLL — NLL 29 January 2010 Procedure No. 10 "Procedure for Excluding Printed Materials and Documents from the Collection of the National Library of Latvia";

18.2.1. to replace a lost printed material or other documents or electronic editions, the NLL reader, persons using the interlibrary loan (hereinafter — ILL) service or NLL Personal Loan service user fills in the Application Form on Replacement of a Lost Printed Material or Another Document or Electronic Edition (see Annex No. 4 "Application Form on Replacement of a Lost Printed Material or Another Document or Electronic Edition"). The form must be filled in together with a member of the staff of the structural unit of the NLL whose item has been lost.

18.2.2. information about the NLL reader, ILL service user or NLL Personal Loan service user, as well as the author, title, place and year of issue lost printed material, document or electronic edition must be indicated in the form;

18.2.3. information about the lost printed material or another document, or electronic edition is provided by the NLL staff (the inventory No. or barcode, as well as the number and price must be indicated);

18.2.4. a separate form must be filled in for each separate item of printed material or another document, or electronic edition. The NLL reader must replace the lost printed material or another document, or electronic edition with the same or an equivalent printed material or another document, or electronic edition. The value of the replaced item must not be lower than the value of the lost idem. The items offered as replacements are mainly printed materials or other documents, or electronic editions published in Latvia, for which the NLL collection lacks and adequate amount of copies. In some cases, if a printed material or another document, or electronic material of great value has been lost, the NLL library collection specialists can recommend for replacement such printed material or another document, or electronic edition that has been published outside Latvia, if such items can be bought;

18.2.5. the employee of the relevant structural unit of the NLL, from whose collection the item has been lost, informs the reader about the printed materials or other documents or electronic editions necessary to the NLL that have been indicated in the NLL internal document "List of Printed Materials or Other Documents, or Electronic Editions Recommended for Replacement" which is systematically updated by the NLL collection specialist, who is responsible for purchasing printed materials or other documents, or electronic editions published in Latvia;

18.2.6. the staff member of the respective structural unit of the NLL marks two titles of the selected printed materials or other documents, or electronic editions in the application of the NLL reader and indicates "Reserved" in the internal document of the NLL "List of Printed Materials or Other Documents, or Electronic Editions Recommended for Replacement" next to the titles of the selected printed materials or other documents, or electronic editions; and

18.2.7. the application form filled in by the NLL reader is held by the manager of the respective structural unit of the NLL until replacement of the printed material, another document, or electronic edition. When the reader replaces the printed material or another document, or electronic edition, the staff member of the respective NLL structural unit notes the author, title, publisher, place and year of publishing and price in the application form filled in by the reader;

18.3. after use of printed materials and other documents or electronic editions at the NLL reading rooms, place the materials in a specially designed place or hand them over to the NLL staff;

18.4. printed materials and other documents or electronic editions obtained from the NLL depository must be returned to the staff of the NLL at the place printed materials and other documents or electronic editions are handed out;

18.5. if any damages are encountered in the printed materials and other documents or electronic editions or technical equipment, please inform the NLL staff immediately;

18.6. NLL reader is obliged to observe the Copyright Law when using the information resources of the NLL, including copying of materials;

18.7. act respectfully towards the staff of the NLL, its readers, visitors and tourists;

18.8. personal portable computers can be brought in the premises without bags by placing them in specially designed bags or folders;

18.9. the bags and folders for bringing in one's personal belongings are received and returned at the NLL control point.

19. NLL readers, who do not abide the Rules, receive a written notice stating that he/she will be denied the library's services for a period up to one year in case the breach of the Rules reoccurs. If the breach of the Rules reoccurs, the NLL reader is denied the library's services for a period up to one year. If the breach of the Rules reoccurs for the third time, the NLL reader is denied the libraries' services for a period up to three years. If the NLL reader by breaching the Rules has caused financial damages, the NLL has the right to deny its services to this person indefinitely and to sue for damages in a civil action.

 

3. RIGHTS, OBLIGATIONS AND RESPONSIBILITIES OF THE LIBRARY

20. The NLL premises are under video surveillance.

21. The NLL does not take responsibility for any lost property left unattended in the building of the NLL and its surrounding premises.

22. Personal belongings of the NLL readers, visitors and tourists can be stored in a specially allocated storage room with lockers or the NLL cloakroom.

23. If the NLL security staff suspect that the Rules might be breached, they have the right to check one's personal belongings.

24. The following is prohibited in the premises of the NLL:

24.1. to enter the building in outdoor clothing, bring in bags, backpacks and briefcases, except for personal belongings described in Sub-paragraph 18.8 and Sub-paragraph 18.9 of these Rules;

24.2. to bring in and eat food, use alcoholic beverages and intoxicating substances;

24.3. to disturb other readers, visitors, tourists in the premises of the NLL;

24.4. to be dressed in unhygienic clothing, under the influence of alcohol or other substances;

24.5. to smoke indoors;

24.6. to use mobile phones for calls and listening to music without earphones, to use personal scanners and dictaphones;

24.7. to enter with pets (except for guide dogs); and

24.8. to bring in weapons, explosives and other dangerous objects.

25. The procedure for handing out and receipt of printed materials and other documents or electronic editions at the disposal of the NLL:

25.1. printed materials and other documents (audiovisual materials, manuscripts, etc.) or electronic editions are handed out for use only on the spot in the NLL reading rooms. The procedure for remote use of digital materials is governed by Chapter 6 of these Rules — "Other Rules Governing the Use of the NLL Services";

25.2. NLL reader can receive printed materials and other documents or electronic editions from the NLL depository at the NLL reading rooms by ordering them electronically either remotely or in the premises of the NLL. The NLL Free Access Collection can be received in the NLL reading rooms either by reserving the item in advance or by using self-service on the spot;

25.3. at once the NLL reader may receive up to 10 units of printed materials and other documents or electronic editions;

25.4. printed materials and other documents or electronic editions ordered from the NLL depositories are kept for 3 up to 10 days in the NLL reading room storage places;

25.5. when placing a reservation on printed materials and other documents or electronic editions from the NLL Free Access Collection, NLL reader must arrive at the library to receive the reserved material within a period of one day. If the reserved printed materials and other documents or electronic editions are not used within the set term, the reservation is cancelled;

25.6. reference literature and other frequently requested printed materials and other documents or electronic editions from the NLL collection cannot be reserved;

25.7. the printed materials or other documents, or electronic editions, requested from the NLL depository at 3 Mūkusalas Street, Riga, can be received within half an hour. The printed materials and other documents or electronic editions requested from the NLL repository "Raksti" in Silakrogs are delivered to the main building of the NLL at 3 Mūkusalas Street in Riga twice a week;

25.8. NLL reader can request printed materials and other documents or electronic editions from other Latvian or foreign libraries by using the interlibrary loan or international interlibrary loan services according to the rules set in Chapter 5 of these Rules — "Rules for the Use of the NLL Loans Service";

25.9. the NLL Personal Loan service users have the right to use the services according to the rules set in Chapter 5 of these Rules — "Rules for the Use of the NLL Loans Service";

25.10. procedures for the use of the NLL Special Collections are set in Chapter 4 of these Rules — "Rules for the Use of NLL Special Collections";

25.11. procedures for the issue of the Legal Deposit of the NLL are set in the rules for the use of archive copies under the "Rules for the Use of NLL Special Collections" provided in Chapter 4; and

25.12. procedures for the issue of the items of the NLL Collection of Periodicals are set in the "Rules for the Use of NLL Special Collections" provided in Chapter 4.

26. Return of printed materials and other documents or electronic editions and end of the working day of the NLL:

26.1. after the signal of the end of the working day of the NLL, all temporarily borrowed printed materials and other documents or electronic editions must be returned and the premises of the NLL must be vacated;

26.2. the NLL reader registration is closed half an hour prior the end of the working hours;

26.3. the NLL payments point is closed 15 minutes prior the end of the working hours; and

26.4. the NLL storage room with lockers and the NLL cloakroom is closed 10 minutes after the end of the working hours.

 

4. RULES FOR THE USE OF NLL SPECIAL COLLECTIONS

27. The Rules for the the Use of the NLL Special Collections [5] govern solely the use of the NLL Special Collections:

27.1. the NLL Special Collections — printed materials and other documents (audiovisual materials, manuscripts, etc.) or electronic editions from the Special Collections depositories — can be used only in the Special Collection reading rooms or especially equipped NLL premises (group lesson rooms, piano rooms). The Free Access Collection printed materials and other documents or electronic editions available at the NLL Special Collection reading rooms can be used in other NLL reading rooms by previously registering the items with the staff of the NLL Special Collection reading room. After use, the printed materials and other documents or electronic editions must be returned to the respective NLL Special Collection reading room;

27.2. printed materials and other documents or electronic editions of the NLL Special Collections reserved by the NLL reader are kept in the NLL storage place for a period of five days, whereas printed materials and other documents or electronic editions of the Free Access Collection of the NLL Special Collections reading room are stored not more than for one day;

27.3. large volume printed materials and other documents (audiovisual materials, manuscripts, etc.) or electronic editions from the NLL Special Collections are issued only the next day due to the specific placement of the collections;

27.4. the printed materials and other documents or electronic editions from the NLL Special Collections are not loaned for use outside the NLL, except cases which comply with the "Rules for the Use of the NLL Personal Loan Service" provided in Chapter 5 of these Rules — "Rules for the Use of the NLL Loans Service";

27.5. the NLL Audiovisual Reading Room is intended solely for viewing the [6] NLL Audiovisual Collection;

27.6. with his/her signature in the journal of loans of the NLL Special Collection reading room the NLL reader certifies that he/she takes full responsibility for the printed materials and other documents or electronic editions of high historical and cultural value (original manuscripts, rarities, photographs, etc.) as prescribed in Sub-paragraph 18.2 of these Rules;

27.7. the copying and/or scanning of the printed materials and other documents or electronic editions (pursuant to Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia") is conducted according to the Library Law and other regulations on preserving the NLL Special Collections as material of high national and historical value and it has to be done with permission of the staff of the respective NLL Special Collections reading room;

27.8. copies of audiovisual materials included in the NLL Collection of Audiovisual Materials (audio and video recordings) can be ordered in the NLL Audiovisual Reading Room by observing the requirements included in Sub-paragraph 27.8 of these Rules without applying this to materials existent in the NLL Collection of Audiovisual Materials for commercial purpose. A fee must be paid for the service of copying the material included in NLL Collection of Audiovisual Materials. The fees are set in Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia". The standard time for making copies of an audiovisual material is 5 working days (see Annex No. 5 "Application Form for Copying the Audiovisual Material Included in the NLL Collection"); and

27.9. NLL reader is responsible for printed materials and other documents or electronic editions of the NLL Special Collections issued to him/her, as well as the return thereof in the procedure and condition as they have been issued. NLL reader must immediately inform the NLL bibliographer if any damaged materials have been encountered.

28. Rules for the Use of the NLL Archive Copies govern solely the procedure of handling the NLL archive copies [7]:

28.1. archive copies included in the NLL collection can be loaned and are available in NLL reading rooms only, at the reading room of the relevant archive copies in the zone fully visible to the NLL staff during the working hours of this collection/structural unit;

28.2. the NLL archive copies cannot be reserved beforehand;

28.3. NLL reader is offered a digital copy of the material before loaning the NLL archive copy (if one is already available);

28.4. with his/her signature in the journal of loans of the respective NLL collection the NLL reader certifies that he/she takes full responsibility for the archive copies loaned to him/her as prescribed in Sub-paragraph 18.2 of these Rules;

28.5. archive copies of which only one physical copy is available and which are not digitalised, are available for research only according to the Library Law and other regulations on preserving the NLL Special Collections as material of high national and historical value;

28.6. the NLL archive copies of sheet music of Latvian composers are loaned only if an identical copy cannot be loaned from one of the collections of the NLL reading rooms;

28.7. the NLL archive copies are not loaned to the NLL Personal Loans service users or through the Interlibrary Loan service;

28.8. the copies of NLL archive materials (including digital copies) are made by the NLL staff in charge of the respective collection or the NLL digitalisation and copying staff upon previous application submitted by the NLL reader pursuant to Cabinet Regulation "Regulations on the Fees of the Publicly Available Services of the National Library of Latvia", and the service is performed in compliance with the Library Law and other regulations on preserving the NLL Special Collections as material of high national and historical value; and

28.9. the NLL reader is responsible for any printed materials and other documents or electronic editions (audiovisual materials, manuscripts, etc.) of the NLL Archive Collection loaned to him/her — the materials must be returned in the same condition as they have been loaned. NLL bibliographers/consultants must be informed immediately of any damaged material.

29. Rules for the Use of the NLL Periodicals Collection [8] govern solely the use of the NLL Periodicals Collection:

29.1. the NLL Reader can loan up to 10 items at a time from the NLL Periodicals Collection;

29.2. the items from the NLL Periodicals Collection can only be reserved electronically:

29.2.1. within the premises of the NLL by using NLL computers;

29.2.2. any other computer outside the premises of the NLL. The reservation can be placed through the NLL website;

29.3. in accordance with the Library Law and other regulations on preserving the NLL Periodicals Collection as materials of high national and historical value; physical copies of digitalised materials and materials in a very bad condition are not loaned to readers to ensure the preservation of the NLL Periodicals Collection;

29.4. physical copies of the materials of the NLL Periodicals Collection, which have been digitised for preservation purposes, are loaned and copied only after submitting an application form and receiving consent of the NLL administration, observing the Library Law and other regulations on preserving the NLL Periodicals Collection as materials of high national and historical value (see Annex No. 7 "Application Form for Receiving the Digitalised NLL Periodicals Collection Original Copy");

29.5. in accordance with the Library Law and other regulations on preserving the NLL Periodicals Collection as materials of high National and historical value, the NLL readers are not authorised to make copies of large-scale periodicals (A2 and A3) without assistance. The copies of large-scale periodicals from the NLL Periodicals Collection can be ordered by:

1) using the NLL Document Electronic Delivery Service — the document is scanned and sent to an e-mail address given by the NLL reader; the copies are delivered within five working days; and

2) using the NLL Staff Copying Service; the copies of the documents can be collected within 2-3 working days;

29.6. making copies of large-scale periodicals without the assistance of the NLL staff is considered a breach of Sub-paragraph 18.1 of these Rules and the reader bears the responsibility prescribed in Chapter 2 of these Rules — "Rights, Obligations and Responsibilities of a Library Reader"; and

29.7. NLL Reader is responsible for any materials from the NLL Periodicals Collection loaned to him/her — the materials must be returned in the same condition as they have been loaned. NLL reading room staff must be informed immediately of any damaged material.

 

5. RULES FOR THE USE OF THE NLL LOANS SERVICE

30. Rules for the Use of the NLL Interlibrary Loans Service (hereinafter — ILL) [9] and International Interlibrary Loans Service (hereinafter — IILL) [10] govern solely the use of the NLL Interlibrary Loans Service:

30.1. the ILL and IILL services are provided by the NLL Reference and Information Centre, which ensures that the printed materials and other documents or electronic editions are sent and received as part of the ILL or IILL;

30.2. the ILL service is available for all public libraries of the Republic of Latvia, as well as other legal entities that have signed an agreement with the NLL, and have made prearrangements with the ILL department of the NLL;

30.3. to receive the printed materials and other documents or electronic editions from the NLL collection via the ILL, an order can be placed:

30.3.1. at all structural units of libraries in Latvia and Riga (free loans service); and

30.3.2. commercial entities (paid loans service according to Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia");

30.4. the ILL order can be placed by using the electronic catalogue of national libraries, filling in the electronic order application form available on the NLL website or by filling in the application form in electronic format at any NLL reading room (see Annex No. 8 "ILL Order Form");

30.5. provision of the IILL services:

30.5.1. the IlLL services are available to NLL readers only;

30.5.2. by using the IILL services it is possible to order printed materials and copies of printed material articles and other documents or electronic editions, which are not available in the NLL collection, NLL databases and other libraries of Latvia, from international libraries and document supply centres; and

30.5.3. a fee is paid for the IILL services according to Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia";

30.6. rules for the use of printed materials and other documents or electronic editions loaned through the ILL or IILL:

30.6.1. printed materials and other documents or electronic editions ordered via the ILL are loaned to the NLL libraries for a period of one month, whereas reading room copies are loaned for a period of two weeks. Printed materials and other documents or electronic editions sent and received within the scope of the ILL service are not loaned according to the personal loan procedure. ILL recipient library is responsible for any losses or damages caused to the sent material;

30.6.2. printed materials and other documents or electronic editions acquired through the IILL service can be used for a period of three weeks only at the ILL reading room of the NLL unless the library, which has loaned the printed materials and other documents or electronic editions, has not defined another term. Printed materials and other documents or electronic editions sent and received within the scope of the IILL service are not loaned according to the personal loan procedure. IILL recipient library is responsible for any losses or damages caused to the sent material; and

30.6.3. the reader of the respective ILL library pays a fine for every day of use after the end of the allowed usage period according to Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia";

30.7. The following materials cannot be loaned through the ILL and IILL services:

30.7.1. printed materials and other documents or electronic editions from the NLL archive, Letonica and Special Collection copies;

30.7.2. frequently requested printed materials and other documents or electronic editions from the NLL collection;

30.7.3. rare and valuable printed materials, reference materials and other documents (audiovisual materials, manuscripts, maps, etc.) or electronic editions from the NLL collection; and

30.7.4. printed materials and other documents published before 1940.

31. Rules for the Use of the NLL Personal Loan Service govern solely the use of the NLL Personal Loan Service:

31.1. the NLL Personal Loan Services [11] are provided only at the NLL Storage depository on the 2nd level of the NLL building, the Alfrēds Kalniņš Music Reading Room and the NLL Audiovisual Reading Room on the 4th level;

31.2. the following categories of readers are allowed to use the printed materials and other documents or electronic editions from the NLL collection outside the premises of the NLL for a fee prescribed in Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia":

31.2.1. deputies of the Saeima and members of the government;

31.2.2. scientists;

31.2.3. university academics and teachers of educational institutions;

31.2.4. doctoral candidates;

31.2.5. members of the creative unions;

31.2.6. State Culture Capital Foundation lifelong grant recipients;

31.2.7. university students of MA studies up to a period of six months, if it is necessary for completing their Master's Thesis by submitting a confirmation from the faculty of the higher education institutions, specifying theme of the Master's Thesis; and

31.2.8. the NLL experts and cooperation partners;

31.3. the rights to use the paid Personal Loan Service are granted for a period of half a year or a full year (see Cabinet Regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia");

31.4. the NLL free of charge Personal Loan Service is available to:

31.4.1. NLL employees after completing the probation period;

31.4.2. NLL Honorary Readers; and

31.4.3. NLL readers described in Sub-paragraph 31.7 of these Rules after receiving a confirmation from the NLL Administration;

31.5. Excluded starting 01.07.2015. See LNB rīkojums Nr. 1.1-2/54 (25.06.2015.) (In Latvian)

31.6. the NLL has the right to grant the right to use the free of charge NLL Personal Loan in exceptional cases provided in Sub-paragraph 31.7 of these Rules. In order to receive the free of charge NLL Personal Loan Services, the NLL reader submits an application on granting free of charge NLL Personal Loan to the NLL Administration. After evaluation the NLL Administration either delivers an order of granting the right to use the NLL Personal Loan or a denial of the request;

31.7. the NLL Administration can grant the right to use the free of charge NLL Personal Loan services for NLL readers whose social status does not allow them to pay for such services:

31.7.1. to loyal NLL readers who use the NLL services regularly and whose current social situation denies them the opportunity to use the NLL Personal Loan services in exchange of a payment. In such cases the right to use the free of charge NLL Personal Loan is granted for a period up to one year, providing for a possibility to prolong the referred to service in case of necessity every year;

31.7.2. in certain cases if the NLL reader requires printed materials and other documents or electronic editions for education processes or in the process of studies, or for scientific paper, but prolonged illness or a disability denies him/her the possibility to visit the NLL; and

31.7.3. in certain cases as gratitude for active participation in the work of the NLL;

31.8. to receive the NLL Personal Loan service one needs to:

31.8.1. provide a valid ID document with personal identification number; and

31.8.2. fill in the NLL Personal Loan service application form (see Annex No. 10 "Application Form for Granting Personal Loan of the National Library of Latvia");

31.9. if the NLL reader does not comply with the deadlines for handing back the loaned printed materials and other documents or electronic editions, the NLL does not extend the right to use the Personal Loan service;

31.10. to loan printed materials and other documents or electronic editions from the NLL collection, the NLL Personal Loan service user must:

31.10.1. order the materials electronically by using the NLL unified catalogue;

31.10.2. fill in the NLL application form at the storage depository on the 2nd level of the NLL building, the Alfrēds Kalniņš Music Reading Room and the NLL Audiovisual Reading Room on the 4th level; and

31.10.3. place an order via e-mail — pers.abonements@lnb.lv;

31.11. at one time the NLL Personal Loan service user may receive up to 10 units of printed materials and other documents or electronic editions;

31.12. the NLL Personal Loan service user:

31.12.1. can use the borrowed NLL printed materials and other documents or electronic editions for a period up to one month;

31.12.2. the NLL can set another individual deadline for the return of the borrowed printed materials and other documents or electronic editions by reaching agreement thereof with the NLL Personal Loan service user;

31.12.3. the deadline for the return of the borrowed NLL printed materials and other documents or electronic editions can be prolonged twice remotely through the NLL Personal Loan service user's profile, by calling the NLL info line — +371 67365262 — or via e-mail pers.abonements@lnb.lv;

31.12.4. when the deadline for the use of materials is prolonged for the third time, the printed materials and other documents or electronic editions must be presented to a member staff of the NLL storage depository on the 2nd level of the NLL building, the Alfrēds Kalniņš Music Reading Room or the NLL Audiovisual Reading Room on the 4th level; and

31.12.5. the deadline for the use of printed materials and other documents or electronic editions loaned from the NLL Alfrēds Kalniņš Music Reading Room and the NLL Audiovisual Reading Room can be prolonged respectively at the NLL Alfrēds Kalniņš Music Reading Room or the NLL Audiovisual Reading Room on the 4th level or by calling +371 67281717;

31.13. the following materials cannot be loaned to the NLL Personal Loan service user:

31.13.1. the NLL archive copy of the legal deposit;

31.13.2. special copy from the NLL Special Collections;

31.13.3. frequently requested printed materials and other documents or electronic editions from the NLL collection;

31.13.4. copies of rare and valuable printed materials and other documents or electronic materials from the NLL collection;

31.13.5. printed materials and other documents published before 1940 from the NLL collection; and

31.13.6. printed materials and other documents or electronic editions from the NLL Special Collection reading rooms, except for sheet music and other documents from the NLL Alfrēds Kalniņš Music Reading Room and records from the NLL Audiovisual Reading Room;

31.14. NLL Personal Loan service user has the following obligations:

31.14.1. to handle the loaned NLL printed materials and other documents or electronic editions and information resources with care;

31.14.2. to observe the terms for the use of the NLL printed materials and other documents or electronic editions;

31.14.3. a fine must be paid if the borrowed NLL printed materials and other documents or electronic editions are not handed back on time; the amount of the fine is prescribed in Cabinet regulation "Regulations on the Fees of Publicly Available Services of the National Library of Latvia"); and

31.14.4. the NLL Personal Loan service user is responsible for any printed materials and other documents or electronic editions of the NLL Special Collections loaned to him/her — the materials must be returned in the same condition as they have been loaned. In case the materials have been damaged the staff of the storage depository on the 2nd level of the NLL building, the Alfrēds Kalniņš Music Reading Room or the NLL Audiovisual Reading Room on the 4th level must be notified immediately;

31.15. if the NLL reader does not regularly comply with the procedure of borrowing printed materials and other documents or electronic editions, the NLL suspends the Personal Loan service without a possibility to renew it. NLL Personal Loan service shall be renewed only after complete fulfilment of liabilities; and

31.16. if the NLL reader has lost the borrowed printed materials and other documents or electronic editions, they are replaced according to the procedure prescribed in Sub-paragraph 18.2 of these Rules.

 

6. OTHER RULES GOVERNING THE USE OF THE NLL SERVICES

32. Rules for the Use of the NLL Publicly Available Computer Systems and Internet Services govern solely the use of the NLL Publicly Available Computer Systems and Internet Services:

32.1. rules for the use of the NLL Publicly Available Computer Systems and Internet Services govern the use of the NLL publicly available computer systems (computers, monitors, printers, copying machines, scanners, etc.) and the Internet. The rules ensure that the NLL resources are used in a safe and reliable manner;

32.2. the NLL offers free of charge access to the Internet and generally available information resources, as well as provides free access to the NLL publicly available computer systems;

32.3. by using the NLL Publicly Available Computer System infrastructure and the Internet available at the NLL (including Wi-Fi), the NLL reader agrees that he/she has familiarised himself/herself with these Rules;

32.4. before using the NLL Internet services, the NLL reader must be registered by a member of the staff and must receive login information (user name and password);

32.5. the NLL reader bears responsibility for keeping his/her NLL Internet service login information confidential and is accountable for all activities performed after logging in by using this user name and password;

32.6. the free of charge NLL Internet services can be reserved for a time period up to one hour. If the NLL reader wishes to continue work after this period of time, permission from a member of the staff must be granted and he/she can do so until further notice by an NLL employee;

32.7. the NLL reader is allowed to use his/her personal information storage medium (USB flash drive, external hard drive, compact disc, floppy disc) for data recording;

32.8. when using the NLL Publicly Available Computer System infrastructure (computers, copying machines, printers, scanners, etc.), the NLL reader must observe the instructions for use by the manufacturer of the respective equipment — the instructions can be found next to the publicly available computers, copying machines, printers, scanners, etc.;

32.9. if the NLL reader uses the NLL Publicly Available Computer System infrastructure and the Internet with his/her own equipment (e.g. by using Wi-Fi with one's own portable computer, smart phone, tablet, etc.), the NLL reader takes full responsibility for using the software installed on his/her device according to the regulations of software use;

32.10. the NLL reader is strictly prohibited from:

32.10.1. turning the NLL computers on or off;

32.10.2. harming or modifying the NLL Publicly Available Computer System infrastructure in any way whatsoever, e.g. it is prohibited to perform any software installations (of programmes, games, etc.), to change the settings of the computer of the NLL Publicly Available Computer System, including programme interface settings (layout, hot keys, etc.), to connect any chords to the computer of the NLL Publicly Available Computer System and their peripheral devices, except the cases when it is necessary for connecting an USB flash drive, external hard drive, earphones, etc.;

32.10.3. using the Internet and NLL Publicly Available Computer System infrastructure to perform online offences of administrative, criminal or civil law under any jurisdiction. Examples of such activities include illegal commercial activity, breaches of the Copyright Law, fraud, unauthorised use of credit cards, as well as storage or distribution of personal information;

32.10.4. using the Internet and the NLL Publicly Available Computer System infrastructure to sabotage the security of national or international electronic communications networks, electronic services or information systems. Examples of such security violations include hacking the national or international information systems, scanning ports, unauthorised monitoring of information systems, using the system to perform cyber attacks, distribute viruses or malware, unauthorised editing of web pages or other publicly available information;

32.10.5. using the Internet and the NLL Publicly Available Computer System infrastructure to send or store information containing threats to kill or harm someone;

32.10.6. using the Internet and the NLL Publicly Available Computer System infrastructure to store or distribute illegal content e.g. pornography, materials that promote racial hatred, mass disturbances, coup d'état, etc.;

32.10.7. using the Internet and NLL Publicly Available Computer System infrastructure to send spam e-mails or manage websites handling the sending of such e-mails; and

32.10.8. using the NLL computers in outerwear, with wet hands or to consume food near the computer; and

32.11. the NLL reader is obliged to notify any breach of these Rules directly to the staff or via e-mail registrators@lnb.lv.

33. Rules for the Use of the NLL Digital Library govern solely the use of the NLL Digital Library:

33.1. printed materials and other documents or electronic editions included in the NLL Digital Library according to their availability to NLL readers are grouped in two categories:

33.1.1. publicly available — printed materials and other documents or electronic editions that are available from any computer with Internet access, regardless of location; and

33.1.2. available at the NLL and other state and municipal libraries — printed materials and other documents or electronic editions with copyright, which pursuant to Section 23, Paragraph two of the Copyright Law are available only from public computers of the NLL and other state and municipal libraries (i.e. through the Network of Light);

33.2. procedure for use of the NLL Digital Library:

33.2.1. the NLL Digital Library registration is provided through the NLL website by creating a new NLL Digital Library reader profile or by registering in the NLL Digital Library system by using other provided means of proving one's identity online;

33.2.2. it is possible to view and download printed materials and other documents or electronic editions available at the NLL Digital Library also without registration or authorisation as an NLL Digital Library reader;

33.2.3. it is necessary to register as an NLL Digital Library reader to use some of the services of the Digital Library, e.g. to save search results, to correct mistakes in optical character recognition (OCR) of digitased texts, to be able to rate, to add comments, etc.; and

33.2.4. the NLL ensures the confidentiality of the personal data of the users of the NLL Digital Library obtained through registration or logging in;

33.3. issues related to copyrights of the materials included in the NLL Digital Library:

33.3.1. copyright of the printed materials and other documents or electronic editions included the NLL Digital Library belongs to the copyright owners of these materials (authors or other copyright holders). Registered and unregistered NLL Digital Library readers are under obligation to respect the rights of copyright owners as prescribed in the Copyright Law;

33.3.2. registered and unregistered NLL Digital Library readers have the right to download digitised printed materials and other documents or electronic editions without copyright, as well as printed materials and other documents or electronic editions whose copyright owners have allowed to make their copyrighted printed materials and other documents or electronic editions publicly available and have allowed reproduction (if a download link is available);

33.3.3. in case of republishing printed materials and other documents or electronic editions, the republisher must ensure that the rights of the copyright holder have not been breached as prescribed in the Copyright Law;

33.3.4. by sending in information, which supplements descriptions (metadata) of printed materials and other documents or electronic editions available at the NLL Digital Library, the registered and unregistered reader of the NLL Digital Library hands over to the NLL its copyrights to supplements of the description of a printed material and another document or electronic edition;

33.3.5. the NLL registered and unregistered reader is prohibited from using any of the services of the NLL Digital Library if he/she does not accept the extent and type of services available at the NLL Digital Library to registered and unregistered readers of the NLL Digital Library prescribed in these Rules, as well as from performing any activities directed towards damaging the NLL Digital Library services or causing any other harm;

33.3.6. the NLL bears no responsibility for any content published by registered and unregistered NLL Digital Library readers (e.g. comments, OCR corrections) and has the right to remove such content if it does not comply with the aims of the NLL Digital Library content or principles of good practice on the Internet;

33.3.7. the NLL has the right to amend the Rules for the Use of the NLL Digital Library if necessary; and

33.3.8. any questions about the services or rules for the use of the NLL Digital Library are to be sent to the NLL information e-mail — info@lndb.lv.

34. Rules for Awarding the Status of the Honorary Reader governs solely the procedure and rules for awarding the status of the honorary reader:

34.1. the status of the NLL Honorary Reader is awarded based on written applications/recommendations by the NLL structural unit managers and a decision adopted by the NLL Administration;

34.2. the status of the NLL Honorary Reader is awarded to:

34.2.1. long-term NLL readers who have been using the NLL services for at least 10 years and have contributed to the work of the NLL; and

34.2.2. long-term NLL employees who have been working at the NLL for at least 20 years and have stopped working there;

34.3. the NLL Honorary Reader receives a special NLL Reader's Card, which grants the right to use the free of charge NLL Personal Loan services and to familiarise with the printed materials and other documents or electronic editions at the NLL reading rooms;

34.4. the NLL Service Development Council has the right to adopt or annul a decision on awarding the status of the NLL Honorary Reader in certain cases, based on a proposal of the NLL Administration.
